CSC9000T to Settle Down at Central and Western Regions

  Along with the fast and sustainable development of domestic economy as well as the shift of manufacturing industries from costal areas to central and western regions, the textile and apparel industries in those regions such as Sichuan and Shaanxi undergo rapid development in terms of the number and scale of enterprises, the number of employees, the industrial output and the export volumes. Meanwhile, the management and awareness of corporate social responsibility in central and western regions also keep improving. However, the mechanism for undertaking social responsibility is relatively backward. Therefore, it is of great significance to promote the social responsibility management and implement CSC9000T among the textile and apparel industries in the central and western regions so that the textile and apparel industries in this region can enjoy a stable and healthy development.
  
  The 2008 Annual Conference & Industry′s Working Meeting was held by Sichuan Provincial Association of Apparel (& Ornaments) Industries on December 28, 2008. Li Chengyun, vice governor of People’s Government of Sichuan Province, and leaders from Economic Commission, Bureau of Small and Medium Enterprises, and Department of Commerce of Sichuan Province were present and delivered speeches. Nearly 200 delegates from enterprises of Sichuan Provincial Association of Apparel (& Ornaments) Industries attended the meeting. Liang Xiaohui, chief researcher from the Office for Social Responsibility, CNTAC was invited to deliver a speech about the basic principles of social responsibility, the experience and practice in promoting the industry′s sustainable development and implementing the social responsibility, and in particular their profound influences on the industry’s development under the current situation.
  
  Vice governor Li Chengyun and leaders from relevant governmental departments of Sichuan province expressed substantial support to the enhancement of social responsibility in Sichuan textile and apparel industries. Yang Shuqiong, vice president and chief secretary of Sichuan Provincial Association of Apparel (& Ornaments) Industries wrote in her work report that the implementation of CSC9000T would be a part of the 2009 Yearly Plan of Sichuan Provincial Association of Apparel Industries.
  
  On December 9, 2008, Yang Shuqiong, vice president of Sichuan Provincial Association of Apparel (& Ornaments) Industries, expressed the will to strengthen the building of social responsibility in Sichuan textile industry with the help of CNTAC at the Sino-Dutch Seminar on Environmental and Social Responsibility Performance of China Textile Industry. Chen Hui’an, vice president of Shaanxi Provincial Association of Apparel Industry, also pointed out at the meeting that the implementation of social responsibility couldn’t be limited in large enterprises or enterprises in the eastern region only; small and medium enterprises in western regions should comprehend a greater urgency to do so. “We can not afford to neglect social responsibility in western regions and they should be carried out as soon as possible. We have already lagged behind, and now it’s the time for us to catch up.” Chen said. He firmly expressed the determination to promote the implementation of CSC9000T in Shaanxi Province.
  
  Ever since the launch of CSC9000T (China Social Compliance 9000 Management System for Textile and Apparel Industry) in 2005, CNTAC has carried out a series of activities aimed at improving the self-discipline of the industry, building and promoting social responsibility under the guidelines of People-oriented and Scientific Outlook on Development. These activities have played a positive role in protecting the legal rights of employees, escalating the core competitiveness of enterprises, reducing operation risks and promoting the healthy and stable development of enterprises. The promotion and implementation of CSC9000T in the developing textile and apparel industries in the central and western regions is of great realistic and far-reaching importance, particularly in face of the challenges of the global financial crisis.
